Harlan Township is located in the southeastern corner of Warren County. It borders Hamilton, Salem and Washington Township's in Warren County, Vernon and Marion Township's in Clinton County, and Wayne and Goshen Township's in Clermont County.

The Villages of Butlerville and Pleasant Plain are located in Harlan Township.

The township contains 45.5 square miles, and approximately 3700 residents.

The township is governed by a three-member board of trustees, who are elected in November of odd-numbered years to a four-year term beginning on the following January 1. Two are elected in the year after the presidential election and one is elected in the year before it. There is also an elected township fiscal officer, who serves a four-year term as well.
